If you have encountered a situation where QRecall says that it's "Waiting for archive" when there's no obvious reason why it should, please send a diagnostic report.

Also note that if the archive isn't actually busy, the "waiting" situation should resolve itself after a few minutes. If it doesn't fix itself after ten minutes, definitely send a diagnostic report.
